In California, the department of motor vehicles has always been
responsible for IDs and drivers licences.
Kentucky has never had a statewide DMV. Louisville sort-of does (or did?),
and I suspect one or two of the other bigger cities do. The rest of the
state used the county clerks office. Too many people showing up without
proper paperwork for a Real ID caused a fiasco that those small offices couldn't handle.
Now we do have somewhat of a statewide DMV, but you might have to travel
an hour or more to get to one.
