It's not too different from why you need to get a driver's license. You're demonstrating to a government that you've the knowledge required to operate a piece of equipment which, if used improperly, could cause big problems for others. In driving of course this can be a life or death matter; in radio it means that you could interfere with another station. The consequences of this would vary depending on who or what you interfered with.

Whether or not you choose to obtain a license, you're still subject to your country's radiocommunication regulations. Requiring a license simply creates a framework within which responsible citizens can learn what they need to learn / meet whatever requirements are necessary to operate a station. Otherwise users would be left to their own devices to look up and study the regulations in order to find out how much bandwidth they can use where, what power levels they can operate at, etc. Most people probably wouldn't do that, and the result would be a lot of folks unwittingly breaking the rules, causing problems for one another that they likely wouldn't do if they knew better.

Compare this with bands like CB, FRS, etc. which don't require licenses for operators. These are mostly used with off the shelf equipment at low power levels with little chance of one station interfering with another, especially outside of its band. Most users here shouldn't need to prove anything before they can use the equipment, since they'd really have to go out of their way to violate the regulations. And some do, hillbilly CB radio "skip shooters" with ridiculously powerful linear amplifiers taking the place of efficient station design being a prime example.

A licensed amateur has a large number of emergency privileges, and can indeed produce enough radiation to cause burns. In fact a top class amateur can disassemble your microwave oven, tweak it JUST A LITTLE and use it for amateur operation without the faraday cage - ie: point the "microwave gun" anywhere he wants. Most places, the amateur could even crank up the power.

The license is to ensure the person can reasonably be expected to be aware of what he's doing and how to not hurt people.

More or less, it is the law set forth by the FCC to be licensed to use the frequency's provided to us. Also, this keeps things clean, and self policed unlike the CB radio that is more or less a free for all.

We have have some prime RF spectrum that major company's would LOVE to have... At least my 2cents.

Yeah, my girlfriend was asking why they have you take the test with a bunch
of useless stuff you'll never use to talk on the radio (except a few questions), and all I could say was that I agreed. Granted, licensing has the advantage that it attempts to keep childish individuals from ruining things for everyone else. Though there are still folks who will not follow the laws and talk on the radio without a license. The questions on the test are kind of stuid in a way, I mean how is knowing what a transistor does going to help you talk on the radio?

Other than the fact that it's the law I'm not sure you NEED one.
I would like to point out that it gets people to study and learn more
about a hobby they are interested in, so learning is always a good thing.

As for someone wanting to get into the hobby, your local ham group would
be ideal.
