Only Novice class operators have power limitations based on license class. Techs are permitted to use full legal power (1500 watts) on 10 meters.

You are incorrect. Both Novice and Tech licenses are restricted to 200 watts on 10 meters. Please make sure of you facts before you transmit folks!!!!
