The good news is, I got my system set back up and running properly on my Windows 11 machine. By the way, if anyone ever runs into a "0xc000007b" error code when trying to initialize Synchronet on a new machine, let me know. I've been down that road, kicked every dog, and chased every rabbit.
What was the solution?
Specific .dll files in the System32 and SysWOW64 folders. Specifically, these:
C:\Windows\System32
mfc100.dll
mfc100u.dll
msvcp100.dll
msvcr100.dll
msvcr100_clr0400.dll
xinput1_3.dll
C:\Windows\SysWOW64
msvcp100.dll
msvcr100.dll
msvcr100_clr0400.dll
xinput1_3.dll
A lot of the research I did lead me to these files as the cause of the issue, but finding the specific versions of these files to install then became a scavenger hunt. It seems that a lot of sources to obtain dll files are labeled with the wrong version number. So, I can't tell you what version numbers are the correct versions, but I have made copies of them and put them into zip folders to isolate them if they're ever needed again. I'd be happy to share them with you if you like.

Access is denied.
Choose 'Close' to terminate the application.

Choosing "ignore" does nothing special if you haven't guessed already. I had already installed NTVDMx64 onto my machine, but I went ahead and uninstalled and reinstalled it just in case. Unfortunately, the issue remains.
Has anyone else ran into the NTVDM issue?
I have not. Do other 16-bit DOS programs work?
That is my next step. I figured I'd ask if this was a known issue before I started down that rabbit hole. I can say there are no other issues with any part of SBBS, but I don't know what, if any, part of a stock SBBS may be a 16-bit DOS program or even rely on an outside 16-bit DOS program.
