ssh becomes unbound to port 22. Causing now new connections to the BBS. somtimes I can restart the bbs. Othertimes I have to reboot the entire VM. Not sure if this is a linux thing or if the problem occurs if running windows.
OS level SSH is configured on a non-standard port to prevent it from having a conflict with the bbs itself.
Anyone have any ideas on this issue?

With regards to your SSH issue the actual full complete error messages (bind failures) would be helpful. I don't believe anyone else is having this same problem.
I never came into a problem with it unbinding to the port or rather stop listening. I have however had a problem having it to initially bind to the lower standard ports as a non-root user because I forgot setcap a few times after rebuilding. Might just want to double check your openssh service configuration as well and make sure you don't have two services fighting over the same port.
