    Because its been updated to support the new filebases used in v3.19 and (mostly) works. While the old filelist.exe (included in v3.18) does not. So I figured it's better to replace the totally-non-working filelist.exe with a mostly-working filelist.exe.

    filelist.js is the preferred utility for listing files, as the wiki says.

    You're free to use whatever you like, but my suggestion and request is that you (and other sysops) use filelist.js from here on out.
