Is there a special port I need to open to have Web Telnet to work?

Is there a special port I need to open to have Web Telnet to work?

    By default:

    - 1123/tcp so that HTTP clients can connect to your websocket server
    - 11235/tcp so that HTTPS clients can connect to websocket with TLS

Ignore the second one if you're not serving your website over HTTPS (currently you are not).

Verify that the [WS] and [WSS] services are enabled in ctrl/services.ini and that these port numbers match.
