Here is, what I know:
In Mystic BBS you can use this function to edit data/filerequets.txt. <requested_filename> <path/to/file>
The function is integrated into the Mystic File Server and processes FREQ requests that come in via BINKP/BINKD/FTN, if Mystic is acting as the frontend mailer.
In practice, however, many sysops use the FREQ mechanisms of their FTN

From my testing between my Synchronet installation and Mystic, it
appears that the file request handling doesn't go much past editing the filerequest.txt file in the config.

I don't think so, that Mystic and Synchronet can handle Filerequest.
