Good catch -- sorry about that. Our NNTP gateway was posting without
the proper "To:" field. We're fixing that on our end.

Yeah, but if the News Server is a BBS, it'll probably default to

While you're probably correct for /most/ BBS softwares. Synchronet specifically handles this just fine, thanks to Rob's ingenuity. ;)
However, anything that does default to "All" (whether it be a BBS or not; moreso actual NNTP servers because sending to "All" may even be the standard) just requires you to manually intervene by stuffing an "X-Comment-To" header into the message with whatever NNTP client you're using.
I'm pretty sure if it's a BBS any headers will be totally ignored.
At least with Ele, which last had it's source code edited in 2013...

If you're referring to "Ele" specifically, then sure that could very well
be so. I've never used it, nor do I have any interest in it. I see any and all headers just fine with Thunderbird (or any NNTP client I want to use) and Synchronet, though. Fairly certain Mystic handles most of that as
well, except for stuffing an X-Comment-To field.
2013 is 13 years ago, though. Just in case you didn't think it was very
long ago. :)
