I have always kept my menus at minimum ANSI since the dial-up days. I log into other BBS' and it takes so long waiting for those pretty 120+ lines of animated ANSI screens to scroll by (because most of the time ESC or SPACE fails to stop them from continuing). The only time I see a slowness in my screen render times is when I'm getting those 23/2323 TELNET attacks over and over until my new Firewall blocks them (I brought it down to 3

My internet searching didn't come up with anything, except "rate
limiting" telnet connections, which is not really what I want to do.

As many have pointed out, Syncterm should allow you to do this. That
said, finding a retro board running retro software and possibly retro hardware may also do the trick.

If you are using a MAC, then you could use MuffinTerm. It enables you
to simulate those slow speeds.
